1) Is Bill Cipher allowed to visit your character via nightmares?
2) Is he allowed to gain information about your character through these visits? (Personal history, possible abilities, etc.)

3) He can see whatever he wants! Here is Richtofen's wiki page. Note that he's from the Original Timeline in LH, but if Bill wants to see stuff from the Origins Timeline, that's cool too. It's all technically Richtofen when you get down to it, and Bill's an omnipotent dream demon, so what the hey. Richtofen will just be confused if he brings up anything from another timeline.
